Yes, I would recommend a new SEO software called LotusJump. You enter in your keywords and based on the keywords, the software generates hundreds of different tasks for you to complete to improve your seo. I think there are article tasks, content generation tasks, blog comments, q&a, social media, etc. I think they offer a free trial as well so I would recommend checking that out.

Yes there is a tool from Jvw which helps u find Dofollow blogs for links and comments.

I would be careful with any paid link exchange programs as some of these may actually hurt your SEO efforts.
Some of the best ways to get good links and traffic are:
1. Social bookmarking (delicious, reddit, twitter, mixx, technorati)
2. Site/blog directories (blogcatalog, blogs.top.org, technorati, dmozzilla…)
3. Feed submissions (http://www.rss-specifications.com/rss-submission.htm)
However, I would still urge you to focus a lot of your efforts on creating content that is completely unique and have more text on your pages than code.
If you write quality articles on your site or provide a premium product/service people will link to you automatically and these are the best links to have.
